THE OPPORTUNITY

Reporting to the Vice President, Portfolio Strategy & Asset Management, this position is responsible for leading strategic analysis to support real estate portfolio plans, business cases and stakeholder needs, aiming to maximize resources, asset values and public benefits on a City-wide basis. The Manager oversees and advises on the strategic direction of City real estate portfolios, ensuring alignment with organizational goals and stakeholder requirements. The Manager is an inclusive leader and real estate professional who enjoys working with internal & external stakeholders to contribute to the successful achievement of annual targets aligned to CreateTO’s corporate objectives and strategic plan.

PRINCIPAL FUNCTIONAL RESPONSIBILITIES

  • Lead the development of strategic portfolio plans across real estate asset classes (e.g., office, industrial, parking) by analyzing financial, operational, and asset performance data to inform business, portfolio and policy decisions.
  • Conduct research, data analysis, and scenario planning leveraging various sources of information (budgets, master plans, forecasts, market trends, planning policies) to generate actionable portfolio insights and identify opportunities to optimize City real estate.
  • Develop and recommend strategic policy options and asset management strategies that align with CreateTO and City priorities, including affordable housing and other Council directives.
  • Prepare business cases, pro-forma financial analyses, strategic reports, and executive-level communications (briefing notes, presentations, Board materials) for senior leadership, City Council, and external stakeholders.
  • Build and maintain collaborative relationships with internal teams, City divisions, City Council members, and external stakeholders to advance projects, influence decision-making, and represent agency interests.
  • Manage and mentor staff, fostering a culture of accountability, high performance, and cross-functional collaboration.
  • Oversee and lead projects from initiation through execution, defining objectives, tracking milestones, ensuring effective teamwork, and delivering high-quality outcomes.
  • Represent CreateTO on City-wide committees, task forces, and working groups, contributing expertise in portfolio strategy, asset management, land use planning, and economic development.
  • Drive organizational improvement by identifying process efficiencies, implementing tools for enhanced client service and information management, and leading strategic initiatives across functions.

CANDIDATE ATTRIBUTES

  • Post-Secondary education, with a focus on commerce, real estate, urban planning, public infrastructure, or equivalent combination of education and experience
  • Minimum 7 - 10 years of demonstrated experience in real estate and/or public sector strategy, with preference toward corporate real estate, urban planning, or public infrastructure management
  • Experience leading large-scale strategic planning initiatives, including development of portfolio directions, asset management & land use recommendations, with the ability to think strategically across various issues, including financial, policy, technical, intergovernmental, legal & operational matters.
  • Proven ability to provide strategic analysis, partner/stakeholder coordination, and executive communications (Board materials, presentations, briefing notes) regarding programs, services, performance and corporate issues at both a strategic and operational level.
  • Excellent organizational and project management skills with attention to detail and discipline to follow up to ensure activities and objectives advance on schedule.
  • Highly developed interpersonal skills with the ability to interact and communicate effectively at all levels of the organization, within a team environment, and a variety of public stakeholders including City Councilors, City Divisions, and other orders of government, as well as a range of real estate stakeholders including consultants and professional advisors.
  • An excellent communicator with experience developing asset recommendations, strategies, or business cases with bold narrative that resonates/achieves consensus with broader stakeholders
  • Advanced skills in writing communications, undertaking financial or quantitative analysis, and developing presentations with clear and concise narratives.
  • Ability to quickly & efficiently utilize real estate software and tools (e.g., GIS systems, Geowarehouse) and a range of Microsoft products (e.g., Microsoft Office, specifically Word, Excel and PowerPoint)
  • People leadership experience is considered an asset, as a foundation for direct reports, mentoring staff and working across the service area & stakeholder environment to lead meetings, working groups and collaborate on real estate plans & solutions
