Summary
The Project Officer reports directly to the Program Manager, Indigenous and Northern Services (INS) and is responsible for supporting the planning, implementation, communication, coordination, and monitoring of INS projects and initiatives with First Nations and Northerners in Canada. This role supports project management, stakeholder coordination, contract administration, risk identification and business development to ensure successful delivery of INS initiatives aligned with Catalyste+’s strategic goals and priorities.

This position is preferred to be based in either Toronto or Montreal. However, qualified candidates based anywhere in Ontario, Quebec, British Columbia or Northwest Territories will also be considered.

Primary Responsibilities

The Project Officer will work collaboratively with the Program Manager, INS team, clients, advisors, community partners, funders, and vendors to deliver project activities, communicate project results, track and monitor deliverables, manage project documentation, assist with contract processes, and support community engagement. The position requires a strong background and experience in project management and relationship management, along with an understanding of Indigenous worldviews and reconciliation principles.

Project Coordination and Support:

  • Support planning, implementing, communicating, monitoring, and evaluation of INS project initiatives.
  • Assist with the coordination and tracking of project activities and milestones using Catalyste+ project management tools and systems.
  • Schedule and help facilitate team meetings, working groups, and stakeholder consultations.
  • Ensure project activities align with Catalyste+ and INS strategic goals and program commitments.

Project Initiation and Development:

  • Contribute to the development of project work plans and schedules in collaboration with the Program Manager.
  • Assist in the preparation of funding proposals, reports, and presentations.
  • Maintain accurate and up-to-date project documentation, including contracts, reports, proposals, and promotional materials.
  • Support business development efforts by researching opportunities and assisting in proposal development.

Implementation and Stakeholder Engagement:

  • Coordinate logistics for project activities and events, including stakeholder meetings and community visits.
  • Take ownership of work, tasks and responsibilities.
  • Support relationship-building with Indigenous communities, project partners, clients, and funders.
  • Ensure timely communication and information sharing among team members and stakeholders.
  • Communicate project progress, results and successes on social media, at conferences and through other platforms.
  • Work with Catalyste+ internal departments to ensure alignment and consistency in project delivery.

Monitoring, Evaluation & Reporting:

  • Track project budgets, deliverables, and performance indicators.
  • Debrief with advisors after each assignment.
  • Assist in the preparation of project reports, dashboards, and knowledge-sharing materials.
  • Maintain project records and contribute to internal and funder reporting requirements.
  • Assist in identifying and documenting risks or challenges during project delivery.

Additional Responsibilities:

  • Represent Catalyste+ at national and regional conferences, presenting sector-specific workshops or discussions.
  • Identify, lead and/or support business development opportunities for the INS department.
  • Assist in the delivery of Reconciliation Action Plan initiatives, ensuring alignment with Catalyste+’s objectives.
  • Perform other duties as assigned to support Catalyste+’s mission and the successful delivery of the INS program.

Knowledge and Skills Requirements:

  • Minimum 3 years of relevant work, volunteer, or lived experience in project delivery, community development, or government-funded programs.
  • Experience with project planning, administrative tasks, and tracking deliverables.
  • Ability to work collaboratively and independently in a virtual environment.
  • Strong understanding of Indigenous worldviews, cultures, and reconciliation principles.
  • Ability to build and maintain respectful relationships with Indigenous communities and stakeholders.
  • Willingness to learn and continuously improve, support new initiatives, take on evolving responsibilities, and adapt to changing priorities in alignment with team and organizational goals.
  • Proficiency in Microsoft Office suite, Outlook, and database management.
  • Willingness to travel within Canada to attend conferences and meetings.
  • Preference given to candidates who self-identify as First Nations, Inuit, or Métis.
