THE OPPORTUNITY

The Sr. Project Manager, Construction is responsible for the oversight, performance, and delivery of a portfolio of large-scale residential construction projects on behalf of CreateTO, from pre-construction through close-out and transition to property management.

As the owner’s representative, the role provides leadership and accountability for construction projects, ensuring that developers, contractors, consultants, and service providers deliver projects safely, on schedule, within approved budgets, and in accordance with defined scope, quality standards, and contractual obligations.

Reporting to the Vice President, Construction and Environment, the Sr. Project Manager provides strategic and operational input on construction priorities, delivery approaches, and resource requirements across the project portfolio.

PRINCIPAL FUNCTIONAL RESPONSIBILITIES

Lead the oversight and successful delivery of a portfolio of large-scale residential construction projects from pre-construction through substantial completion and final close-out.

Monitor and report on portfolio performance, including schedule, budget, risk, and delivery status across multiple concurrent projects.

Identify and manage portfolio-level risks and implement mitigation strategies to address impacts to cost, schedule, scope, and quality.

Advise the Vice President on construction priorities, delivery strategies, and resource requirements across the portfolio.

Provide input into construction delivery approaches, procurement strategies, and project execution models.

Contribute to the development and implementation of construction oversight practices, procedures, and standards to improve consistency and efficiency across projects.

Ensure consistency in project delivery approaches, reporting, and adherence to CreateTO policies and standards.

Coach and mentor team members to support professional development and effective project execution.

Direct and oversee the work of external consultants, contractors, and development partners, establishing expectations and ensuring accountability for performance and deliverables.

Build and maintain strong working relationships with City departments, agencies, consultants, and external stakeholders.

Serve as the primary escalation point for complex project issues, disputes, and coordination challenges.

Oversee construction budgets, including cash flow forecasting, cost tracking, and variance analysis across the portfolio.

Review and manage procurement processes, including tender documentation, bid evaluations, and contract award recommendations.

Review contracts, change orders, and amendments to ensure compliance with contractual obligations and cost control.

Support development of project budgets and proformas through estimating and financial input.

Oversee project scheduling and ensure alignment with key milestones and delivery targets across projects.

Coordinate municipal approvals, permits, engineering deliverables, and regulatory requirements through external consultants and internal teams.

Ensure effective coordination between Development, Legal, and Finance teams.

Monitor construction progress, safety, quality, and compliance through regular site visits and reporting.

Review environmental reports and ensure coordination with engineers and regulatory bodies.

Ensure compliance with applicable legislation, standards, and CreateTO policies.

Oversee project close-out activities, including final inspections, deficiency resolution, and transition to Property Management.

Ensure comprehensive documentation and records management across all projects.

Stay informed on industry trends, regulatory changes, and best practices, and apply learnings to improve project delivery.

CANDIDATE ATTRIBUTES

  • Minimum of 7–10 years of progressive experience in construction project management, preferably in residential, mixed-use, or public-sector projects.
  • Post-secondary education in Engineering, Construction Management, Architecture, or a related discipline.
  • Professional designation (P.Eng., PMP, Gold Seal, or equivalent) considered an asset.
  • Demonstrated experience managing multiple large-scale construction projects and coordinating complex stakeholder environments.
  • Experience providing leadership to project teams and managing external consultants and contractors.
  • Strong understanding of construction contracts, procurement processes, budgeting, and scheduling.

TOTAL COMPENSATION

The salary range for this position is $105,040 to $156,550 annually, with new hires typically expected to start between $105,040 and $130,290, commensurate with qualifications and experience.
