The Chiefs of Ontario is seeking a strategic and detail-oriented Director of Finance to lead and oversee all financial operations of the organization. Under the direction of the Chief Operating Officer and the Board of Directors, the Director of Finance will be responsible for managing accounts receivable and payable, payroll, bank reconciliation, general ledger and auditing processes. This role includes supervising and training departmental staff, developing and implementing financial systems, policies, and procedures, and ensuring compliance with professional accounting standards and government regulations. The ideal candidate will bring expertise in financial leadership and a commitment to maintaining accuracy, efficiency, and transparency in all financial matters.

DUTIES AND RESPONSIBILITIES:

Responsible for the financial administration by making recommendations and providing sound financial advice relevant to the effective management of financial resources by:

  • Implementing and enforcing financial policies and decisions of the Chiefs of Ontario
  • Review and revisions of Chiefs of Ontario financial policies for recommended implementation
  • Submit recommendations and financial advice to Chiefs of Ontario Directors and Chief Operating Officer to ensure effective, efficient and economical financial operation of programs, services and activities
  • Ensure all financial transactions, revenues, expenditures, accounts payable and receivable are recorded, maintained and truly represent the financial affairs of the Chiefs of Ontario
  • Prepare and disseminate financial statements and general ledgers, on a monthly basis to the Directors and quarterly to the Chief Operating Officer
  • The preparation of all accounting records to include a complete set of business transactions, consisting of a general ledger, accounts payable sub-ledger, accounts receivable sub-ledger, general journal, cash receipts journal, sales journal, and fixed asset ledger
  • Ensure that all revenues are received in an accurate and timely manner and to report any variances to the Director and Chief Operating Officer
  • To maintain, prepare and submit financial records for submission to the various agencies, departments or organizations in a timely and efficient manner
  • Prepare for approval by the Chief Operating Officer electronic payroll transfers
  • Preparation of employee and personal services contract needs of the Chiefs of Ontario
  • Administration and monitoring of the employee benefits plan
  • To assist in the conduct of the financial audit, presentation to the Chiefs in Assembly for acceptance and tender audit as required by resolution of the Chiefs in Assembly
  • To assist the Chief Operating Officer in the overall financial management of Chiefs of Ontario
  • Ensure proper implementation, management of the computerized accounting system and upgrading as required and advise the Chief Operating Officer accordingly
  • Provides all financial reporting requirements

Under the general supervision of the Chief Operating Officer, Director of Finance will provide the following reports to Sector Directors and Chief Operating Officer on a monthly or quarterly basis as required:

  • A monthly financial analysis, by program, indicating the approved budget for the year, expenditures that have been incurred to date, funds that are committed but have not yet been spent, free balance and projected expenditures for the balance of the fiscal year for each program
  • Trial balance with bank reconciliation statements
  • Review and record all financial transactions from prepared monthly schedules of current finance contracts and provide comments as to their status
  • To monitor the budgetary control system and provide reports to the Chief Operating Officer of foreseen shortages in each program
  • To ensure that annual audit requirements are met and that audit recommendations are acted upon
  • Ensure that the financial reporting requirements are met to all funding agencies and government departments
  • Review with the Chief Operating Officer on a regular basis all financial contracts and funding arrangements to ensure that the organization has met all its obligations
  • Takes necessary actions relevant to all matters relevant to pay and benefits for employees of the accounting system and ensures accuracy, timeliness and completeness for signature by Chief Operating Officer

Other:

  • Participate in the recruitment and selection of departmental employees, train and evaluate financial employees
  • Assist in special projects or initiatives as necessary such as the Special Chiefs Assemblies and All Ontario Chiefs Assemblies
  • Perform other duties as may be required and requested by the Chief Operating Officer or Board of Directors

Candidates must be willing to work flexible hours during peak periods, such as assembly seasons and out-of-town meetings. Travel will also be necessary.

  • QUALIFICATIONS:
  • Degree or diploma in Business Administration or Commerce and/or
  • Completion of two (2) years of a recognized professional accounting program (CPA, CA, CMA, CGA or CAFM) and in good standing
  • This position requires a minimum of five (5) years’ direct experience of which three (3) must have been in a supervisory capacity within a financial department
  • Consideration will be given if the above ideal requirements are not met but applicants must clearly possess a combination of education and experience to fulfill the requirements of the position
  • Experience working with First Nations communities, organizations, or governments is required, as the Director of Finance will play a key role in supporting the financial integrity and accountability of an Indigenous-led organization
