About the Opportunity

The Chippewas of Georgina Island First Nation is seeking a Fixed Link Project Manager (Senior Project Manager) to lead the planning, design, and construction coordination for the proposed Fixed Link Project connecting Georgina Island to the mainland.

Valued at more than $400 million, this transformational infrastructure initiative is one of the most significant projects in the Nation’s history. The project is intended to enhance long-term accessibility, safety, and economic sustainability for Georgina Island First Nation and its members.

The Fixed Link Project Manager will act as the central point of coordination between the community, engineering consultants, contractors, regulators, and funding partners. The role requires exceptional leadership, strong technical understanding of large-scale infrastructure delivery, and the ability to work within the unique social, cultural, and environmental context of a First Nation-led development.

Key Focus Areas

The role will lead and coordinate four primary areas of work:

  • Community engagement with Georgina Island First Nation members
  • Stakeholder and regulatory engagement, including navigating the Impact Assessment Agency of Canada (IAAC) process and Duty to Consult and Accommodate requirements
  • Technical coordination with design and construction teams
  • Financing strategy and funding partnerships

Key Responsibilities

1. Community Engagement and Communication

  • Develop and implement a comprehensive community engagement plan to ensure ongoing communication with Georgina Island First Nation members throughout the project lifecycle.
  • Organize and facilitate community meetings, workshops, and feedback sessions to share project updates and incorporate community priorities.
  • Translate technical project information into accessible and transparent communication materials for members.
  • Support Chief and Council in responding to community inquiries, concerns, and feedback.

2. Stakeholder and Regulatory Engagement

  • Serve as the primary liaison with federal, provincial, and municipal agencies, as well as neighbouring communities and partner organizations.
  • Navigate the Impact Assessment Agency of Canada (IAAC) process and ensure environmental, social, and cultural considerations are appropriately addressed.
  • Coordinate regulatory submissions, permits, and documentation required for project advancement.
  • Build and maintain productive partnerships with government bodies and infrastructure partners.

3. Technical Coordination with Design and Construction Teams

  • Oversee and coordinate the work of engineering, environmental, and construction management consultants.
  • Monitor project schedules, budgets, and deliverables to ensure alignment with project objectives and funding timelines.
  • Facilitate timely decision-making and ensure Chief and Council are informed of key project milestones and risks.
  • Participate in value engineering, risk management, and technical design review processes.

4. Financing and Project Funding

  • Identify and pursue funding opportunities including government programs, infrastructure funds, and private sector partnerships.
  • Support development of financial models, business cases, and funding proposals.
  • Manage reporting requirements related to funding agreements.
  • Work with financial advisors, lenders, and funding agencies to support transparent and sustainable financing arrangements.

Qualifications

  • Bachelor’s degree in Engineering, Project Management, Business Administration, or a related field (Master’s degree considered an asset).
  • Minimum 10 years of experience managing large-scale infrastructure or transportation projects.
  • PMP and/or P.Eng. designation considered an asset.
  • Demonstrated experience working within or in partnership with First Nation communities.
  • Strong financial acumen and understanding of infrastructure funding programs.
  • Knowledge of First Nation governance, consultation, and engagement protocols.
  • Exceptional communication, leadership, and negotiation skills.
