SUMMARY 

Reporting directly to the Sr Manager, NRMSD, the Program Manager, INS is responsible for the effective development, delivery and evaluation of Catalyste+ programs and assignments with Indigenous Nations and Northerners in Canada. As Program Manager, INS you are also responsible for providing day-to-day direction and leadership to direct reports.

The work will be undertaken in close coordination with the Sr Manager, NRMSD. Tasks include the effective coordination with the team and the project partners, delivery of the activities specified in the project’s annual work plan and monitoring and evaluation of the project’s deliverables. To be considered for this position, the candidate must have solid work experience in Project Management, implementing Government contracts, Community Development, experience working with Indigenous Nations, Communities, Organizations with knowledge of Indigenous Teachings and Traditional Practices.   To be successful in this role, the candidate must have lived experience as an indigenous professional with detailed understanding of the principles of reconciliation. Previous experience required in implementing Reconciliation plans, Networking in Indigenous sector at high levels and engaging Indigenous communities is required. 

PRIMARY RESPONSIBILITIES

The Program Manager will work in close coordination with the Sr Manager, NRMSD and (Sr) Project Officers to implement contract requirements and project logistics, build relationships with partners, ensure timelines are met, monitor project plans and budgets, and support the project administration.

Leadership

  • Provide ongoing supervision, leadership, support, guidance and mentorship to program team
  • Oversee team members around day-to-day activities to ensure effective assignment delivery and consistent application of tools and processes
  • Provide support to the implementation of Catalyste+ RAP, offer cultural interpretation and teachings in collaboration with Indigenous staff and advisory committees, lead workshops about Indigenous culture and reconciliation practices within the organization and in communities
  • Undertakes the Performance Management Review process in providing feedback and defining objectives for direct reports aligned with INS strategic priorities
  • Organizes team meetings, working groups and events to facilitate the implementation of activities and assignments     
  • Assists the Director, INS in sharing of Indigenous culture, leading ceremonies if appropriate and caring for Elders and when needed 

Project Planning

  • Strong understanding and delivery of Catalyste+’s strategic plan and the Indigenous and Northern Services Strategic Objectives
  • Leads the project planning and innovation of the Catalyste+ portfolio of programs through a sound understanding of the sector in relation to the Catalyste+ service delivery model
  • Create proposals and contracts for both new programs as well as program renewals
  • Identifies new opportunities for business development and works with the Director to act on new leads and convert opportunities into new programs
  • Ensures the planned activities and assignments are in accordance with projects’ Annual Work Plans (AWP)
  • Organizes and maintains project documentation (including proposals, reports, and marketing materials) accessible to the team 
  • Assists staff and RAP committee to create program goals, daily activities  and policies that are culturally appropriate, sensitive to Indigenous cultures, trauma aware and culturally competent

Project Implementation:

  • Collaborate with Sr Manager, NRMSD to ensure effective communication with program funders and stakeholders
  • Oversee the implementation of the projects’ Annual Work Plan (AWP) including monitoring contract budgets and reporting deadlines
  • With input from the Sr Manager, NRMSD, leads collaboration with the Marketing Department for the Programs Team to plan and schedule marketing activities that meet project objectives.
  • Ensures and supports effective and timely exchange of information and ideas 

Project Monitoring, Evaluation and Reporting

  • Advises the Director in a timely manner of any risks to the project and assists in mitigating risks
  • With input from the Community Relations Officers, develops and delivers work plans, reports, knowledge and communication materials
  • Supports the design and implementation of program resources such as tracking tools, and procedures as needed
  • Compiles, analyzes and circulates information on relevant developments in sectors that include: Indigenous participation in the natural resource industry, Indigenous tourism, Indigenous SME development as applicable to the project
  • Ensures timely input into databases
  • Participate in management meetings, staff meetings and team meetings as requested and required

SECONDARY RESPONSIBILITIES

  • On-going collaboration with the Volunteer Services Team      for volunteer recruitment/coordination to support the selection of volunteers whose background and experience best match the work requested by the client
  • Under the direction of the Director, INS and Sr Manager NRMSD, lead delivery of action items within the Reconciliation Action Plan and support the internal and external communication of action items within the Reconciliation Action Plan with Catalyste+ staff, volunteers, clients, funders and partners both in Canada and internationally         
  • Represent Catalyste+ at appropriate conferences, events and meetings. With input from the Director and Community Relations Officers, identify and act on opportunities to deliver sector specific workshops and presentations in person and/or virtually at national, international, and regional conferences at least 2-3 times per year.                                                                                              
  • Any other duties that may be required to support Catalyste+’s work

KNOWLEDGE AND SKILL REQUIREMENTS 

  • 10 years of lived, work or volunteer experience in a related role 
  • Understanding of Indigenous worldviews and familiarity with principles of economic reconciliation and UNDRIP
  • Superior analytical and writing ability
  • Knowledge and background in project management including previous experience project management experience, a degree in project management or other related experience
  • Self-starter and ability to work independently
  • Superior client service skills 
  • Previous experience in developing and facilitation of training in the areas of Indigenous History, Program development, Indigenous leadership and current Indigenous concerns/affairs 
  • Experience as a team leader or supervisor
  • Capable of preserving confidential or sensitive information 
  • Strong relationship building skills 
  • Confident in identifying and building new partnerships
  • Effective time management, organization, and multi-tasking skills 
  • Proficient in Microsoft Word, Excel, Outlook and database management 
  • Proficient in managing a virtual workspace
  • Availability to travel to conferences and meetings at various locations in Canada
  • Preference for candidates who identify as First Nations, Inuit and Métis
